Eligibility for the Skilled High Earner route

  1. The applicant cannot be ordinarily resident in Jersey, own residential property or hold an existing residential status at the time of application.
  2. The applicant must establish themselves in business in Jersey in order to be eligible for a Business Licence and the associated Licensed consent. There is no prescribed business type/format.
  3. The applicant must undertake their business activity ‘full-time’ in Jersey (more than 25 hours per week) AND be actively generating earned income through their business activity.

Criteria to be met for the Skilled High Earner route

  1. Minimum income of £250,000

The applicant must be able to demonstrate how they will meet the minimum income requirement of £250,000 per annum for the duration of their Licensed permission (10 years, or until such time as the individual achieves Entitled status, whichever comes first).

2.    Generate Economic and/or Social benefit for Jersey

The applicant must commit to generating economic and/or social benefit for the Island and be able to evidence how this will be undertaken. Examples may include supporting, mentoring and/or investment in local business, private or 3rd sector Board/NED positions or Community or Charitable engagement and contribution in the Island.


Ongoing criteria to be met for the Skilled High Earner route

  • Annual taxable (in Jersey) income of £250,000 for 10 years, or until such time as the individual achieves Entitled status, whichever comes first.
  • Maintain ‘full time’ employment through own business (to maintain eligibility for Licensed permission), ‘full time’ to mean more than 25 hours per week
  • May only purchase or lease property valued at £2m or above
  • Approved applicants who have become resident in Jersey and later decide not to continue under the Skilled High Earner route may seek a standard business licence and Licensed permission. A new application will be required and all such applications will be referred to the relevant Minister or Ministerial group for consideration. Approval is not guaranteed, and the application will need to satisfy any relevant requirements and criteria at that time.
