Dedicated inward investment officers proudly work in partnership with other Government of Jersey colleagues, industry bodies, regulators and the private sector to promote Jersey as a place to do business and encourage appropriate inward investment into the Island. The dedicated officers play a key role in bridging the relationship between Government, arm’s-length organisations and the private sector to ensure the continued development and growth of Jersey’s economy.
This approach guarantees swift and joined up communications, ensuring a smooth relocation to Jersey for businesses and individuals. Locate Jersey is seen as a key differentiator for the Island amongst clients, intermediaries and decision-makers when considering competing jurisdictions.

‘One Gov’ - Locate Jersey and Public Sector Colleagues
Dedicated officers coordinate both inward investment and High Value Residency applications working closely with colleagues across Government, including:
- Business Licensing
- Population Office and the wider Customer and Local Services Department (CLS)
- Jersey Customs and Immigration
- External Relations (particularly the Global Markets team)
- Financial Services and wider Department for the Economy (ED)
- Treasury and Exchequer
- Strategic Policy Department.
The officers have a very good two-way relationship with the Business Licensing team in regard to non-locally owned business applications, such that all inward investment business applications are sent on to Locate Jersey for evaluation and intervention (where necessary), and for staffing permission reviews. Locate Jersey’s independent assessment, evaluation and recommendations provided in regard to inward investors are valued by both the Business Licensing team and the Housing and Work Advisory Group (HAWAG). With extensive experience the dedicated officers are also called-upon to provide input into policy development around housing, tax and population.
Locate Jersey and Arm’s-length Organisations (ALOs)
Dedicated Government officers work very closely with key delivery partners, Jersey Finance and Digital Jersey, to promote the Island as a place to do business in those specific sectors working together, to deliver on Government’s strategic objectives and ensure best value is obtained with Government funding. This ensures a seamless process from lead-generation through to the establishment of a business.
With clients that have already relocated to the Island, the officers work in partnership with Jersey Business to support investment, mentoring and entrepreneurship into indigenous firms by experienced individuals relocating to the Island, as part of their community engagement. This activity includes joint working and events to facilitate introductions and support business development opportunities.

Jersey Finance Limited (JFL)
Dedicated officers proudly work in partnership with the industry body for Financial Services, Jersey Finance Limited (JFL). Through a close working relationship, clients receive the best comprehensive advice and support throughout and following an application to establish a business in Jersey.
JFL is run as a non-profit organisation funded by local finance industry member organisations and the Government of Jersey. They are dedicated to representing and promoting Jersey as an International Finance Centre (IFC) of excellence, and developing a better, more certain future for the industry as a whole. Jersey’s digital sector is developed and supported by Digital Jersey, a government-backed industry body. Its primary objectives are to:

The dedicated inward investment officers work in partnership with Digital Jersey in attracting and supporting the relocation of digital businesses and successful digital entrepreneurs. Through joint expertise, advice and guidance is provided on everything from business license applications to work permit requirements, to help in sourcing local employees within the tech industry.
Jersey Business provides free, independent and confidential advice and support to Jersey-based businesses, at all stages of their commercial journey. It is an arm’s-length organisation supported by, but trading independently of, the Government of Jersey.
The Jersey Business team is made up of a team of highly skilled business professionals dedicated to building business success in Jersey and a vibrant economy where local businesses thrive.
With a joint objective to grow and diversify Jersey’s economy, dedicated officers work closely with the Jersey Business team to ensure that new businesses to the Island can benefit from the services offered.
